Norms and Guidelines for conduct industry Integrated courses under Industry Integrated Education Programme (IIEdPm)
HSV was legally established under the guidance of jurist, eminent educationists and social workers for the development of education in wide areas at Perundurai, Erode District, Tamilnadu, India as an Internatinal Reputed and Recognized Autonomous Educational Organization by Hindustan Educational Indemnity Trust, registered under the Indian Government Trust Act 2 of 1882 as a Public Charitable Trust and as not –for- profit organization for the propagation and development of online regular education / distance education on the pattern of open & continuing education / face to face teaching or training progammes.
HSV is run by HEIT under Government of India is Legal Autonomous and non profit Institution and has legal right of teaching and training under the provision of constitution. The area of operation of HSV is wide and extensive all over India. Affiliate Associate Centres of examination are situated in almost all major cities of India. Where trimester/ semester / annual examinations are normally organized according to the mode and pattern of education or programme. HSV is planning to open study and examinations affiliate associate centres for foreigners and non-resident Indians in various parts of the world.
HSV is not receipt of any grant – in- aid either from the Government or from the UGC, so far. Therefore UGC Act is applicable to HSV. At the same time HSV completely follows all the Norms and Rules and Regulations including framing of courseware and syllabus and nomenclatures and pattern of examinations and conduction as well as final certification prescribed by UGC , MHRD, Govt. India.
HSV imparts education to down trodden and backwards at concessional fee.
HSV also fulfils the aims of vocational and educational right of Indian Constitution 1950 under the Articles of 14, 15, 19(1), 21, 26, 29, 30, 45, 46, 344, & 351.
Viewed at from the fulfillment of provisions of the articles 14, 15, 19(1), 21, 26, 29, 30, 45, 46, 344, & 351 of the Indian Constitution 1950, HSV is a matter of appreciation.
The concept of Distance Education originated from Berlin, Germany in 1856. Afterwards, Russia granted recognition to distance education in the world. In this manner the idea of Open Universities was conceived by the British Prime Minister Mr.Harold Wilson in the year 1863 to provide an opportunity to persons who were otherwise denied opportunities to further their education and make their life successful. In 1969 under the Royal Charter an Open University was established the success of which as more far reaching than the traditional Universities. Under the new policy the Government of India laid particular stress on Open Universities and Distance Education.
HSV is getting necessary direction and full co-operation from educationists, professors and social workers of the country. It is their unanimous opinion that HSV has given practical shape to the concept of British Prime Minister Harold Wilson by providing open and distance education to the under privileged sections of students and encouraged democracy to take deeper education to the country.
Under Human Rights Protection Act , 1993, autonomous bodies like HSV have been given special protection. For further details please see AIR 1993 SC 217B.
According to the National Education Policy 1986 of Government of India, HSV is one of the best institution for spreading Distance Education / Correspondence Education under Open Education System.
HSV has setup Industry Integrated Education Programme (IIEdPm) as a constituent to identify and coordinate to offer various Certificate, Diploma, PG Diploma, Advance Diploma, Bachelor Programme, Master Programme, Mater Programme in Phil.(M..Phil) and Doctorate Programme (Ph.D). as Industry Integrated Programs. This has been principally due to linkages to be established by the HSV with various industries (Private, Public and service sector), R&D Organizations, development agencies, etc. For this activity, the HSV is going to evolve several PG level / UG level / Diploma / Certificate courses by integrating the working environment of the industry and institutions with learning environment required by the HSV for prescribed period in a professional location where the students and faculty along with the industry experts get involved in academic curriculum related to functional areas of their interest. A decision to go forward and join in such an enterprise would constitute a new departure in HSV that could transform very nature of academic and research activities in the higher education. It will forge the closer links between the industry / trade and academic faculties and their activities. This kind of interaction will improve exchange of information and facilitate to develop industry associated / related courses and programmes. These kinds of educational activity / programmes are characterized by Industry / Institution / People affiliate associate centered approach where, the rigor and standard are maintained on par with the HSV courses. These courses / programmes judiciously combine flexibility and ingenuity with the regular features of the on-campus and outreach educational programmes Industry Integrated System. Also the teaching / learning activities (course syllabi) and evaluation process and research activities and programmes will be based on established methodologies followed by the HSV
In general, an approved institution is an analogue of formal teaching learning and laboratory setup in professional / industrial organization. An approved institution should have necessary infrastructure facilities and qualified faculty members approved by the HSV for each of the course, consistent with education institutional requirements. For conduct of these industry related courses, the basic requirement is the participation of integrative institution by extending physical and other infrastructure facilities and by agreeing to integrate their work requirement of the industry with the academic requirement of the HSV for the pursuit of the PG level / UG level / Diploma / Certificate Programmes.
Conditions for Approval
The HSV decided to approve the Industry / R & D Organisation or any other Organisations to undertake regular courses under the Industry Integrated Education Programmes (IIEdPm) for development of institutionalized linkages between HSV and Industry and prescribe the following conditions for approval:
In general, an approved institution is an analogue of formal teaching learning and laboratory setup in professional / industrial organization. An approved institution should have necessary infrastructure facilities and qualified faculty members approved by the HSV for each of the course, consistent with education institutional requirements. For conduct of these industry related courses, the basic requirement is the participation of integrative institution by extending physical and other infrastructure facilities and by agreeing to integrate their work requirement of the industry with the academic requirement of the HSV for the pursuit of the PG level / UG level / Diploma / Certificate Programmes.
1. Any Industry / organisation interested shall offer any integrative and innovative regular programmes directed towards the needs of the industry and trade and also they can devise or develop a programme of their interest subjects to a minimum guarantee of student enrollments in a year. The credit hours, examination conduction and other regulatory issues for conduction of such courses will be as per UGC guidelines and shall be approved by the HSV on basis of recommendations given by Head-IIEdPm.
2. The Industry / R & D Organisation or any other Organisation should have qualified trainer to teach the courses offered by them and their qualification to be approved by the HSV.
3. The Industry / R & D Organisation or any other Organisation should have a separate Training office and a library of hundred volumes of relevant books and journals for each of the course.
4. The Industry / R & D Organisation or any other Organisation should have a permanent / leased building with adequate training room and laboratory facility for conduct of the regular courses offered by them. Each candidate should be provided with 10 square feet of area.
5. The Industry / R & D Organisation or any other Organisation shall withdraw the course and introduce another course at any time without affecting the student’s interest.
6. The Industry / R & D Organisation or any other Organisation should provide prescribed and appropriate instruments and computational facilities to the candidate for the conduct of the regular course.
7. The Industry / R & D Organisation or any other Organisation should follow the course curriculum approved by the HSV and the regulation prescribed thereof.
8. The Industry / R & D Organisation or any other Organisation should sign a MoU with HSV on mutually agreeable conditions.
9. The HSV has right to withdraw the authorisation of Industry / R & D Organisation or any other Organisation whenever the HSV finds any irregularity or violation of condition in the functioning of the Industry / R & D Organisation or any other Organisation.
The Industry / R & D Organisation or any other Organisation applies for the approval to conduct courses such as,
• Industrial houses including companies registered under the Companies Act, 1956;
• Statutory Organisations including but not limiting to Banking Federations etc;
• International Organisations (like UNICEF, UNESCO, UNDP etc.);
• The Societies Registration Act / Co-operative Societies Act, 1959;
• Public Trust and Private Trust performing public functions;
• Non-Profit Companies under Sec 25 of the Companies Act, 1956;
• Professional Bodies like NASSCOM, FICCI, CII etc.; and
• Any other legal entities constituted with the primary purpose of furthering education;
Submission of the Application
Interested Industry / Organisation should send a letter of interest addressed to Registrar, Hindustan Sarva Vidhyapeeth, IIIEdPm, 9/5, First Floor, CD Complex, Perundurai, Erode-628052, Tamilnadu along with list of Industry Integrative programme and other required documents in their official letter head and duly signed by authorized signatory.
